Adds short-barreled rifles and short-barreled shotguns as prohibited destructive weapons under Delaware law if not registered with the federal Bureau of Alcohol, Tobacco, Firearms and Explosives.

Makes possession, sale, transfer, purchase, or receipt of unregistered short-barreled rifles and shotguns a Class E felony punishable by up to 5 years in jail.

Adds bump stocks and trigger crank devices as prohibited destructive weapons, with possession of these items constituting a Class B misdemeanor for first offense and Class E felony for subsequent offenses.

Requires relinquishment of bump stocks and trigger crank devices to law enforcement, which may destroy the weapons 30 days after relinquishment without it constituting evidence of possession.

Maintains exemptions for military members, law enforcement, certified wildlife biologists using silencers, and individuals with federally registered machine guns for scientific research.
