Requires each Delaware school district and charter school to provide oral health screenings to students in preschool, kindergarten, and grades 2 and 4 by January 15 of each school year.

Mandates oral health screenings within 60 days for students entering school after January 15, along with vision and hearing screenings.

School nurses must record screening results in electronic health records within 30 days and notify parents, guardians, teachers, and administrators within 7 days if problems are suspected.

Requires three follow-up attempts to contact parents or guardians at 30, 60, and 90 days after detection of suspected oral health problems, with all attempts documented in student records.

Establishes that the Division of Public Health provides the Delaware Smile Check program offering school-based oral screenings and fluoride applications at no cost to school districts, charter schools, or students.
