Changes the sex offender designation on Delaware driver's licenses from "Y" to "SO" (sex offender).

Requires sentencing courts to take possession of driver's licenses and nondriver identification cards of sex offenders and issue temporary cards directing them to the Division of Motor Vehicles for replacements.

Establishes a $5.00 fee for sex offenders to obtain replacement driver's licenses and nondriver identification cards with the "SO" designation.

Requires the "SO" code to appear under restrictions on the face of identification cards, with "sex offender" phrase printed on the back of nondriver identification cards.

Mandates that sentencing courts forward confiscated licenses and identification cards to the Division of Motor Vehicles along with copies of the sentencing order.
