Repeals § 651 criminalizing abortion as a class F felony, which previously required abortion procedures to be therapeutic to avoid criminal liability.

Repeals § 652 criminalizing self-abortion by pregnant females as a class A misdemeanor.

Repeals § 653 criminalizing the manufacture, sale, or delivery of instruments, articles, medicines, drugs, or substances intended for use in abortion procedures as a class B misdemeanor.

Repeals § 654 which defined "abortion" for purposes of Delaware criminal law.

Removes from § 632 (manslaughter statute) the provision that made abortion causing a woman's death a form of manslaughter unless it was therapeutic.
