Adds the Chief Magistrate of the Justice of the Peace Court as a member of the Domestic Violence Coordinating Council.

Removes statutory limitations on Council members' use of proxy voting, allowing the Council to establish its own proxy rules through its procedures in accordance with state law.

Authorizes the Fatal Incident Review Team of the Domestic Violence Coordinating Council to receive protected health information without informed consent, designating it as a "public health authority" and "health oversight agency."

Allows healthcare providers to disclose protected health information to the Fatal Incident Review Team for investigating and reviewing deaths and near-deaths resulting from domestic violence, addressing federal law restrictions on disclosure even with subpoenas.
