Prohibits placing trash containers with 2 cubic yards or greater capacity on highways unless the container meets specific requirements.

Requires containers to have a strip of red and white, high-intensity reflective conspicuity adhesive tape that is at least 4 inches wide wrapped around the midpoint of the container.

Requires containers to clearly display the name and phone number of the container owner or agent in letters and numbers at least 3 inches high.

Defines "highway" as a way open to public vehicular travel, including parking spaces, berms, and shoulders, but excluding private roads and driveways on private property or institutional grounds.

Establishes civil penalties of $50 to $500 for violations, enforceable by law-enforcement officers with jurisdiction in Justice of the Peace Court, effective 90 days after enactment.
