House Bill 326 - Delaware Education Right to Know Act

• Schools must notify parents and guardians at the start of each academic year about opportunities to express opinions to school boards and administrators, including dates, times, and protocols for raising concerns.

• Schools must make teachers available to meet with parents or guardians of their students at least once per academic year before the midpoint of the year.

• Schools must create web portals providing public access to course syllabi, instructional materials descriptions, violent incident notification policies, and health care services information.

• School superintendents and charter school heads must designate a point-of-contact to answer questions about the act and respond to requests for information within 10 business days.

• Citizens denied access to information may sue in Court of Chancery within 45 days, with the burden of proof on schools to justify denials; courts may award attorney fees to prevailing plaintiffs unless the suit was frivolous or harassment.
