Allows unaffiliated voters registered in Delaware to vote in any political party's primary election of their choice.

Unaffiliated voters who vote in a primary election will have their preference become public record but will not automatically become affiliated with that party.

Party-affiliated voters remain restricted and cannot crossover to vote in another political party's primary election.

Amends § 3110 and § 3161 of Title 15 of the Delaware Code to establish voting procedures for unaffiliated primary voters.

Affects approximately 170,000 registered Delaware voters who are currently unaffiliated with any political party.
