Changes the Medical Board composition from 7 to 8 physician members, with specific geographic distribution (4 from New Castle County, 2 from Kent County, 2 from Sussex County), and adds 2 physician assistant members recommended by the Regulatory Council for Physician Assistants.

Replaces "supervision" with "collaboration" throughout the statute, requiring a written collaborative agreement between physician and physician assistant rather than one-way delegation of medical acts.

Allows physician assistants to practice without constant physical presence of collaborating physician if accessible by electronic communication, and permits up to 4 PAs per physician (expanded in facility settings with active physician coverage).

Expands physician assistant scope of practice to include diagnosis, prescribing, and medical acts within their education and training, subject to collaborative agreement requirements.

Establishes that physician assistants can provide volunteer medical care at public or community events without a collaborating physician present, and allows care during emergencies with available collaboration.
