Exempts child-operated stands from state, county, and municipal regulations and licensing requirements if they operate temporarily and occasionally on private property with owner permission.

Defines qualifying stands as those serving or selling non-time/temperature control foods (including lemonade) or prepackaged products, excluding operations in licensed food establishments.

Prohibits counties and municipalities from enacting laws, ordinances, or regulations that prohibit, regulate, require permits or licenses for, or impose fees on child-operated stands.

Removes child-operated stands from application of state food establishment regulations (Title 16), child labor laws (Title 19), retail licensing requirements (Title 22), and beverage regulations (Title 30).

Invalidates any existing county or municipal laws, ordinances, or regulations that restrict child-operated stands as of the act's effective date.
