Allow City Council to post candidate lists at five (5) public places in the City (including City Hall) as an alternative to newspaper publication for notifying the public of candidates for Mayor and City Council.

Implement State of Delaware Department of Elections voter registration system for residents effective with the 2022 municipal election, while continuing to maintain a "Book of Registered Voters" only for non-resident property owners.

Require Mayor to submit three (3) individuals for the Board of Elections and five (5) individuals for Election Officers to City Council for approval, conforming titles to Chapter 75 of Title 15 of the Delaware Code.

Change the month in which elected officials are sworn in and the Vice Mayor is elected from March to May on the Second Tuesday of that month.

Remove the requirement to make appointments of non-elected City officials during a specific annual meeting, allowing appointments to occur at any time deemed appropriate by City Council.
