Prohibits use of restraints on prisoners in the second or third trimester of pregnancy, during labor, delivery, or during the 13-week immediate postpartum period, with limited exceptions for extraordinary circumstances involving immediate threats of harm or substantial flight risk

Bans leg and waist restraints entirely during labor and delivery under all circumstances; when wrist restraints are permitted, they must be fastened in front of the body

Requires medical professional notification within 10 minutes when leg or waist restraints are applied, and mandates immediate removal if any treating healthcare professional requests it

Requires the Department of Correction to develop training guidelines on restraint use during pregnancy and postpartum recovery, including identifying pregnancy symptoms requiring medical referral

Mandates annual public reports to the Governor and legislative committees documenting every instance where restraints were used on pregnant, laboring, delivering, or postpartum prisoners
