Elevates patronizing a prostitute from a misdemeanor to a Class G felony with a mandatory minimum fine of $1,000 that cannot be suspended.

Increases the penalty to a Class F felony with a mandatory minimum fine of $2,000 for repeat offenders convicted of the same offense within the previous 5 years.

Establishes a Class D felony for patronizing a prostitute involving a person under 18 years of age, regardless of whether the offender knew the victim's age.

Creates a Class F felony with a mandatory minimum fine of $2,000 when the offense occurs within 1,000 feet of a school, residence, church, synagogue, or other place of worship, with lack of knowledge of proximity not being a defense.

Allows vehicle seizure for defendants with a prior conviction for the same offense within the previous 5 years.
