Amends § 511 of Delaware Code Title 14 to allow charter school applications or expansions to be denied based solely on impact considerations, reversing previous restrictions on impact as a denial basis.

Impact information, as defined by Department of Education regulations (approved by State Board by October 31, 2014), may now form the basis for disapproval either alone or in combination with other factors.

Permits the Department and State Board to place conditions on charter school approvals based on impact, including restrictions on geographic location, programmatic offerings, academic focus, and grade levels served.

Specifies that placing conditions on approval based on impact considerations shall not be considered disapproval of an application.
