Establishes a New Castle County Charter School Reform Advisory Group with 14 members including legislators, state education officials, school district superintendents, and charter school leaders to review charter school approval processes and criteria.

Implements a moratorium on new charter school grants and charter modifications in New Castle County effective March 1, 2022, through December 31, 2023.

Requires the Advisory Group to submit a final report by December 1, 2022, addressing evaluation criteria for charter applications, access for low-income families and English learners, modification of approving authorities, and recommendations to improve equity in charter school integration.

Directs that after December 31, 2023, charter applications in New Castle County must be evaluated using revised processes and criteria based on the Advisory Group's recommendations.

Assigns the Department of Education responsibility for providing support staff and materials to the Advisory Group to carry out its mission.
