Adds victims of human trafficking to Delaware's Address Confidentiality Act, allowing them to receive a substitute address from the Department of Justice to protect their actual address from public disclosure.

Defines "victim of human trafficking" to include victims of offenses under § 787 of Delaware Code or equivalent provisions in other jurisdictions, covering both labor and sex trafficking.

Expands eligibility for the Address Confidentiality Program to include human trafficking victims alongside existing categories of domestic violence, sexual assault, and stalking victims.

Makes technical corrections to conform existing law to Delaware Legislative Drafting Manual standards, including grammatical and structural revisions.
