Reduces the number of members representing agencies serving aging persons from 4 to 3 and members representing agencies serving persons with physical disabilities from 4 to 3, maintaining a 15-member council overall.

Adds 2 new council members from public or nonprofit agencies that provide services to alleged victims as defined in Title 31, § 3902.

Changes the Council chair election from annual to a 2-year term, with the chair alternating between representatives of the aging community and representatives of adults with physical disabilities.

Absorbs the role of the Adult Protective Services Advisory Council (under Title 31, § 3903) into the Council on Services for Aging and Adults with Physical Disabilities.

Makes technical corrections to conform the statute language to Delaware Legislative Drafting Manual standards, including changes from "shall" to present tense verbs.
