Establishes a state registration system for American Sign Language interpreters administered by the Delaware Office for the Deaf and Hard of Hearing, requiring all sign language interpreters to be registered unless specifically exempted.

Requires state registration applicants to hold active certified membership from the Registry of Interpreters for the Deaf (RID) or successor organization, submit completed applications, pay $100 registration fee, and provide photo identification.

Creates provisional registration for interpreters with RID associate membership and passing knowledge examination, valid for two years and renewable once, with a $50 fee.

Establishes civil penalties of $1,000 to $10,000 per violation for unlawful practice, plus potential loss of state contracts for organizations, and allows monetary penalties up to $5,000 per violation through disciplinary proceedings.

Exempts emergency interpreters, university interns (except in legal/medical settings), visiting certified interpreters (14 days per year maximum), volunteers, family interpreters, and religious organization interpreters from registration requirements.
