Removes all criminal and civil penalties for possession of 1 ounce or less of marijuana for adults 21 years of age or older.

Maintains unclassified misdemeanor penalties for possession of more than 1 ounce and for public consumption of marijuana in areas accessible to the public or moving vehicles.

Establishes graduated penalties for persons under 21 who possess a personal use quantity: $100 civil penalty for first violation, $200-$500 for second violation, and $100 unclassified misdemeanor fine for third or subsequent violations.

Adds new provision allowing adults 21 and older to transfer 1 ounce or less of marijuana between themselves without remuneration ("adult sharing") with no criminal or civil penalties.

Repeals provisions requiring civil penalties and forfeiture for possession of personal use quantities of marijuana and removes language regarding search and seizure authority.
