Authorizes the Delaware Burn Camp Corporation to determine its own Board of Directors, removing the previous statutory requirements for specific appointments by the Governor, President Pro Tempore of the Senate, and Speaker of the House

Eliminates the detailed board composition structure that previously required 13 members from designated organizations including the Office of the State Fire Marshal, Delaware Volunteer Firefighters Association, State Fire Prevention Commission, healthcare community, and youth organizations

Requires the board to consist of no less than 13 members, maintaining the minimum size while giving the corporation flexibility in selecting its directors

Current board members serving at the time of enactment will continue until their terms expire or a vacancy is otherwise created, allowing for a phased transition to the new governance structure

Retains the provision that the board chairperson is chosen by board members and that the board adopts its own bylaws and procedures for operation and management
