Modernizes language throughout Delaware Code regarding persons with blindness and visual impairment, replacing outdated terminology with person-first language ("person with blindness" or "person with visual impairment").

Updates the Division for the Visually Impaired's authority and duties under Title 29 and Title 31, removing references to the outdated Delaware Commission for the Blind and clarifying the Division's role as the authorized vocational rehabilitation agency.

Repeals Chapter 23 of Title 31 (Aid to Persons who are Blind), which contained outdated duties no longer performed by the Division for the Visually Impaired.

Revises Council on the Blind membership and governance procedures in § 7913 of Title 29, removing political party affiliation requirements and clarifying appointment, term, and removal provisions.

Updates Title 14 provisions on Braille literacy and teacher certification, removing outdated teacher competency requirements and modernizing language to align with Department of Education regulations.
