Repeals § 2117 of Title 31 of the Delaware Code, which previously granted individuals with vision or hearing impairments the right to be accompanied by guide dogs in public conveyances, hotels, lodging places, and other public accommodations.

Removes outdated penalties that previously imposed fines of up to $100 and/or imprisonment of up to 3 months for denying these accommodations to individuals with guide dogs.

Consolidates protections for service dog users under more current and comprehensive statutes: Chapter 45, Title 6 (Equal Accommodations), Chapter 95, Title 16 (Delaware White Cane Law), and § 1917, Title 2 (Transportation Networks).

Part of the Joint Legislative Oversight and Sunset Committee's effort to modernize Chapter 21, Title 31 by removing antiquated provisions while maintaining substantive protections through other applicable law.
