Repeals the preference requirement for state agencies to procure products and services from Delaware Industries for the Blind (DIB), which closed operations in March 2017.

DIB closure was attributed to recession impacts, reduced state resources for employee recognition rewards, sheltered workshop classification, and ineffective business model with cash flow issues.

Updates § 9606 relating to the Blind Enterprise Program (vending facility program) under Delaware's Division of Vocational Rehabilitation, authorized by the federal Randolph-Sheppard Act.

Clarifies that state agencies operating food service in public office buildings must procure from the Delaware Division for the Visually Impaired, with no rent charges permitted for food service operations.

Makes technical corrections to conform existing law to Delaware Legislative Drafting Manual standards, including updated grammar and terminology throughout Title 16.
