Creates the Delaware School Safety and Security Fund to provide partial or full funding to school districts, vocational technical schools, and charter schools for school safety and security projects.

Eligible expenses include camera and monitoring equipment, vestibule improvements, panic button systems, locks, magnet security systems, swipe card systems, visitor pass cameras, motion detectors, security lighting, bus camera systems, bus GPS systems, restraint training, comprehensive school threat assessments, and prevention training programs aligned with Social-Emotional Learning competencies.

Authorizes use of funds to pay for constables or other law enforcement personnel to be utilized by local education agencies (LEAs).

Distributes funds to LEAs proportionately based on the previous year Division I unit count as certified in existing statutes.

Requires the Department of Education and Department of Safety and Homeland Security to establish a review process and criteria for approving funding requests from LEAs, and prohibits charter schools from using funds for major capital expenditures.
