Requires the Department of Correction to provide inmates with copies of all rules, policies, and procedures relating to good time accrual and forfeiture at initial classification and upon transfer, and upon request.

Mandates quarterly written accounting of each inmate's good time credits, including monthly accruals, total accrued, and any forfeited amounts with reasons, with opportunity for in-person dispute resolution with a correctional counselor.

Limits automatic forfeiture of all accrued good time to convictions for felonies only (rather than all crimes), while allowing forfeiture for Class I disciplinary violations to be discretionary and subject to suspension for rehabilitation purposes.

Modifies § 4322 to permit dissemination of Department of Correction policies and procedures to inmates and the public unless the Commissioner determines such disclosure would jeopardize safety or security of facilities, staff, inmates, or the public.
