Requires all health carriers in Delaware to use a standardized "common summary of payment form" developed by the Department of Insurance that must not specify or describe sensitive health care services

Defines "sensitive health care services" broadly to include reproductive and abortion services, contraception, STD testing/treatment, HIV/AIDS care, mental health services, substance use disorder treatment, gender transition services, fertility services, and domestic/sexual violence treatment

Mandates that payment forms for sensitive services be sent only to the insured member receiving care, unless that member provides written or recorded verbal consent for a third party to receive the information

Allows insured members to choose alternative delivery methods for payment forms, including paper mail to an alternate address or electronic access, with carriers required to comply within 3 business days of a request

Prohibits Medicaid carriers from divulging information about sensitive health care services to anyone other than the recipient, providers, or care coordinators without the recipient's express consent
