Allows the City of Milford to adopt real property reassessments conducted by Kent County and Sussex County instead of conducting its own reassessment every 10 years.

Permits the City Manager to order a city-conducted reassessment if deemed in the City's best interest, notwithstanding the option to adopt county assessments.

Requires public notices of assessments to specify when values were obtained from Kent or Sussex County, with such information posted on the city website and in local newspapers at least 10 days before board meetings.

Directs property owners to appeal assessments to the county where the property is located when the assessment value comes from that county, rather than to the City Council Board of Revision and Appeal.
