Changes the time limit for regular General Assembly sessions from midnight on June 30 to 5:00 p.m. on the last day of June, unless recalled by the Governor or presiding officers of both Houses.

Allows the presiding officers to recall the General Assembly into special session earlier in the day, eliminating the requirement to remain in session until midnight.

Maintains the existing structure for "final adjournment" and each House's practice of recessing to the call of the chair.

Requires a two-thirds majority vote in both Houses for passage, as required by Article XVI of the Delaware Constitution for amendments.

This is the first leg of the constitutional amendment process; a second passage in another legislative session will be required for ratification.
