Defines "emergency medical services vehicle" as a Delaware-licensed vehicle using electric, hydraulic, battery-operated, and air-operated rescue tools operated by volunteer fire department personnel to extricate injured persons from vehicles.

Directs the Insurance Commissioner to adopt regulations establishing a uniform claim form for Delaware volunteer fire companies to seek reimbursement for extrication service expenses.

Requires each Delaware volunteer fire and ambulance company to submit annual financial reports to the Delaware State Fire Prevention Commission starting March 1, 2023, detailing rescue tool expenses, accident responses, and extrication numbers.

Takes effect 180 days after enactment.
