Expands the definition of "abuse" under Delaware's Protection from Abuse statute to include coercive conduct that restricts or controls an individual's access to finances or financial resources.

Specifies financial abuse includes restricting access to money, bank accounts, debit or credit cards, and other assets; unauthorized use of personal identity; and financial exploitation.

Adds interference with employment or education and restriction of access to food, clothing, medication, transportation, or housing as forms of abuse under the law.

Makes technical conforming changes to Title 10 to align with Delaware Legislative Drafting Manual standards.
