Amends Delaware's pre-application land use review process (PLUS) by creating an exemption for "economic development projects" from the mandatory review requirement.

Defines "economic development project" as a development creating full-time jobs that is consistent with local comprehensive plans and zoning ordinances and located at least partially in Investment Levels 1 or 2 under the Strategies for State Policies and Spending.

Exempts economic development projects from the pre-application meeting and review process unless required by local jurisdiction through memorandum of understanding or voluntarily requested by the applicant.

Maintains existing requirement that nonresidential subdivisions and site plans exceeding 50,000 square feet of floor area undergo pre-application review, unless they qualify as exempt economic development projects.
