Allows the City of Wilmington to determine by ordinance whether and to what extent employees must be city residents, rather than mandating residency for all officers and employees.

Permits non-elected officers, regular employees, probationary employees, and limited service employees to be hired without residency requirement, but requires they establish city residency within 6 months of hire.

Exempts employees subject to Delaware Code Title 22, Section 841 (regarding duration of employment) from residency requirements after meeting that section's requirements.

Requires appointed members of boards and commissions to be city residents, but exempts advisory boards appointed by the mayor under Charter Section 3-100(g).

Does not affect existing residency requirements for elected City Council Members.
