Increases the Lyme Disease Education Oversight Board from 9 to 11 members, adding an infectious disease epidemiologist and a Delaware licensed veterinarian or entomology specialist appointed by the Senate Pro Tempore and House Speaker respectively.

Requires the physician member to be board-certified in infectious disease with Lyme disease treatment experience, and specifies that other health-care professional members must have experience treating Lyme disease patients.

Changes one board member appointment from representing the Lyme Disease Prevention Task Force to representing the public at large, and adds a member with knowledge in education of health care practitioners.

Establishes staggered initial terms for board members ranging from 1 to 3 years, with all subsequent appointments for 3-year terms, ensuring no more than 3 members' terms expire annually.

Adds a tie-breaking provision allowing the Board Chair to vote a second time to resolve ties in board votes.
