Eliminates the requirement for a separate work permit from the Office of the Alcoholic Beverage and Control Commissioner (OABCC) for youth ages 14 and older employed in licensed establishments; youth will now only need the Department of Labor work permit.

Removes the language requiring OABCC permit authorization for youth employment in clubs with dining facilities, hotels, racetracks, and restaurants, streamlining the permitting process for employers and applicants.

Repeals § 302 of Title 4, which required the OABCC office to be located in New Castle County, allowing OABCC employees to work in any of Delaware's three counties.

Maintains the prohibition on youth involvement in the sale or service of alcoholic beverages regardless of the changes to the permitting process.

Enables the OABCC to operate more efficiently across all three counties, particularly to address growth in Sussex County and improve licensing inspection services.
