Create a special "Whitetails Unlimited" registration plate available to owners of private passenger vehicles and motor vehicles with a manufacturer's gross vehicle weight rating of 26,000 pounds or less.

Require a one-time fee of $50 upon initial application, including a $15 administrative fee, in addition to annual registration fees, with the administrative fee deposited into a special fund for promoting and administering the plate program.

Direct remaining proceeds from the $35 non-administrative portion of the fee to be deposited with the State Treasurer and specifically set aside for Whitetails Unlimited.

Prohibit trucks that qualify for International Registration Plan (IRP) registration from obtaining the special plate.

Authorize the Division of Motor Vehicles to determine the plate's colors and design in consultation with Whitetails Unlimited, and allow the plate to substitute "Whitetails Unlimited" for "The First State" wording.
