Prohibits minor parents (mother or man seeking to establish paternity) from executing a voluntary acknowledgment of paternity; acknowledgments signed by minors are void.

Prevents the Office of Vital Statistics from accepting acknowledgments of paternity signed by minors and requires paternity to be determined through Family Court proceedings when either parent is a minor.

Requires institutions to provide written information, notary services, and copies of signed acknowledgments to parents, and mandates filing with the Office of Vital Statistics within 10 days.

Makes technical corrections to Delaware Code Titles 13 and 16 to conform language to legislative drafting standards regarding acknowledgment and denial of paternity procedures.

Takes effect 180 days after enactment into law.
