Adds definition of "Agricultural Operations" by reference to Title 10, § 8141(a) of Delaware Code.

Defines "Forest products" as materials derived from silvicultural activity for consumption or commercial use, including lumber, sawdust, bark, pine needles, woodchips, wood shavings, slabs, edgings, and trim blocks.

Adds "Sawmill" definition as a facility where unadulterated logs are sawn into lumber and other products of uniform and known composition.

Exempts sawmill wood waste disposal from incinerator regulations, allowing burning of unadulterated sawdust, wood shavings, bark, woodchips, slabs, edgings, and trim blocks in enclosed incinerators as part of sawmill operations.

Adds definitions for "Silviculture" (care and cultivation of forest trees) and "Silvicultural activity" (forest management activities including timber harvesting, road construction, property preparation for reforestation, and piling and burning of tree parts).
