Removes the sunset clause from § 9016F (formerly § 9016C) in Chapter 90C of Title 29 of the Delaware Code, allowing permanent establishment of a shared IT services model for state agencies

Centralizes technology services under the Department of Technology and Information (DTI), including end user support, cybersecurity, network management, server management, data management, IT project management, software development, IT procurement, fiscal planning, standards, and governance

Consolidates IT personnel and equipment from executive branch agencies into a unified shared services structure to improve consistency, compliance, and security across state government

Aims to enable state innovation, enhance services to residents, support regulatory compliance (IRS, CJIS), and provide centralized controls over state IT spending and infrastructure
