Creates the Expanded Protection for Our Communities and Homes (EPOCH) Grant Program with a one-time $20 million appropriation to the Department of Safety and Homeland Security.

Distributes $50,000 to each of 46 participating Delaware law enforcement agencies (unless they opt out), with remaining funds distributed on a per capita basis based on authorized uniformed officers as of July 1, 2022.

Permits grant use for recruiting and hiring new officers, promoting law enforcement careers, paying new officer salaries, funding overtime for traffic enforcement and public safety initiatives, and implementing public safety programs.

Requires recipient agencies to report spending details within 15 business days after fiscal years 2023, 2024, and 2025, with the Department compiling and publicly posting information within 60 days.

Makes all unused and unencumbered funds due back to the General Fund by July 1, 2025; agencies are solely responsible for any continuing financial obligations created by their grant use.
