Authorizes WIAC to adopt procedural rules to carry out its functions and responsibilities.

Makes technical corrections and clarifications to WIAC statutory provisions, including reorganizing definitions and restructuring member composition and duties sections to conform to Delaware Legislative Drafting Manual standards.

Reaffirms WIAC's advisory role to five state department secretaries (DNREC, DDA, DHSS, DelDOT, DOF) regarding water infrastructure planning, funding recommendations, and statewide water management strategy.
