Raises minimum age for handgun purchases and possession to 21 years old, with exceptions for military members, law enforcement, licensed concealed carry holders, and persons engaged in lawful hunting, instruction, sporting, or recreational activities under adult supervision.

Prohibits persons under 21 from selling, giving, or transferring firearms or ammunition to minors, and prohibits parents from permitting children under 18 to possess firearms without supervision by a person 21 or older.

Establishes penalties including Class G felony charges for selling firearms to persons under 21 (outside permitted exceptions) and Class E felony charges for selling firearms to persons intending to commit felonies or drug-related offenses.

Requires juveniles ages 15-17 convicted of unlawfully possessing handguns to serve minimum 6 months institutional confinement for first offense and 1 year for subsequent offenses, with mandatory sentences not subject to suspension.

Mandates that juveniles ages 14-17 convicted of firearm possession violations view educational presentations on gun violence and meet with victims or families of violent crime victims.

Sections establishing parental supervision requirements and 18-year-old firearm possession prohibitions expire 3 years after enactment.
