Adds definition of "third-party delivery service" to Delaware Code Title 4 as a company or entity outside an establishment's operation that provides food-delivery services to customers.

Allows persons 18 years or older to work in taverns and taprooms in any capacity, including selling or serving alcoholic liquor to patrons.

Prohibits persons under 21 years old from preparing alcoholic liquor in taverns or taprooms, though they may sell or serve it once employed.

Permits persons 18 years or older to enter taverns and taprooms to pick up food orders for delivery through third-party delivery services.

Maintains existing penalties: fines up to $100 for tavern/taproom license holders who admit minors and $50 fines for minors who enter or remain in such establishments.
