Exempts records held by the Department of Agriculture from public disclosure under the Freedom of Information Act if disclosure could jeopardize agricultural operation security, threaten the food supply, endanger individuals or animals, or facilitate bioterrorism planning.

Protects from disclosure any records that identify or reveal the geospatial location of agricultural operations, producers, owners, or land.

Exempts all records in possession of the State Veterinarian or Deputy State Veterinarian, including information from out-of-state or Federal persons assisting the Department.

Defines "agricultural operation" by reference to Chapter 81 of Title 10.

Amends the Freedom of Information Act definitions in Title 29 to identify disease control information under Title 3 § 106 as records that are not public records.
