Amends § 314 of Title 9 of the Delaware Code to modify public bidding requirements for New Castle County government procurement.

Exempts New Castle County from the $50,000 bidding threshold requirement and instead subjects it to bidding thresholds established by the State's Contracting and Purchasing Advisory Council under § 6913(d)(4) of Title 29.

Grants New Castle County the same procurement authority as the State regarding sole source procurement, emergency needs, contract performance, and multiple source contracting.

Maintains existing exemptions for professional services requiring special skills or training, which may be contracted without competitive bidding.
