Removes constable regulations from Title 10, Chapter 27 and relocates them to Title 24, Chapter 56 of Delaware Code.

Expands the Constable Board of Examiners from 5 to 7 members by adding three commissioned constables (including representatives from higher education and healthcare institutions) and replacing the American Society of Industrial Security representative.

Establishes the Board's procedures under Delaware's Administrative Procedures Act and clarifies the Board's authority to promulgate rules, conduct hearings, issue subpoenas, and impose disciplinary sanctions including permanent revocation, suspension, written reprimand, and administrative penalties up to $100.

Sets minimum qualifications for constables including age 21+, no felony convictions, no disqualifying misdemeanors within 7 years, fingerprinting, background checks, and proof of employment with an employer requiring constable services.

Grandfathers currently commissioned constables through their present term but requires compliance with all firearms training standards and mandates they meet all renewal requirements under the new standards to maintain their commissions.
