Limits initial state of emergency proclamations by the Governor to 30 days, after which renewal requires General Assembly approval.

Requires the General Assembly to meet at least monthly and may meet additionally to consider renewal orders and amendments, with approval authority limited to 30-day periods or shorter as needed.

Allows suspension of General Assembly approval requirement only with consent of the Senate President Pro Tempore and Speaker of the House when it is impossible to convene a quorum due to dire emergency or disaster.

Prohibits non-weather related emergency orders issued within 6 months of a prior order's termination based on substantially similar reasons unless approved by the General Assembly.

Requires any non-weather related emergency order closing businesses, religious facilities, or non-profit facilities to specifically identify which types of entities and facilities must be closed.
