Establishes an optional mid-year unit count to be conducted on January 31st each year for school districts and charter schools to identify enrollment growth that occurred after the September unit count.

Department of Education shall certify and report the mid-year unit count results, with participation in the program being optional for school districts and charter schools.

Participating school districts and charter schools receive state financial support for each additional unit (or fraction thereof) generated by mid-year enrollment growth, with funding amounts determined annually by the Appropriations Act.

Mid-year unit count funding may be used for Division I, II, or III purposes and must be utilized only in schools that experienced enrollment growth between September and January.

The Act prohibits using the optional mid-year unit count to reduce or rescind units or funding previously earned or allocated through the actual unit count.
