Allows owners of private passenger vehicles or trucks with 3/4-ton or less capacity to apply for special Combat Infantry Badge (CIB) license plates if they possess official documentation proving Combat Infantry Badge holder status.

Department of Defense must certify the applicant is a Combat Infantry Badge holder before the Division of Motor Vehicles can issue the plate once a required number of applications are received.

Charges a one-time $10 administrative fee for original applications, with funds deposited into a special account for promoting the plate, administering the program, and funding Department of Motor Vehicles projects.

Limits issuance to one special plate per applicant and reserves plates with the prefix "CIB" numbered consecutively starting with "1".

Allows a surviving spouse to transfer a deceased holder's plate to a vehicle meeting eligibility requirements at no additional fee; if no spouse exists, the estate representative must return the plate within 90 days.
