Creates an Alderman Court for the Town of Elsmere, Delaware, with jurisdiction over breaches of peace, offenses, and violations of civil or criminal ordinances committed within town limits

Requires the Governor to appoint and the Delaware State Senate to confirm both the Alderman and Assistant Alderman, who serve 2-year terms and must be at least 21 years old, U.S. citizens, Delaware and New Castle County residents

Establishes that the Alderman or Assistant Alderman may impose fines, set bail, or imprison individuals for up to 30 days for violations, with compensation fixed by the Mayor and Council but not tied to fines collected

Mandates the Town provide adequate court facilities separate from conflicting town operations, including the Department of Public Safety, with dedicated staff not shared with other government functions

Requires monthly written reports to the Mayor and Council on all fines and penalties imposed, while prohibiting establishment of expected revenue budgets for the court
