Creates a new offense under § 543 for persons who knowingly solicit, request, or command a licensed dealer or private seller to transfer a firearm or ammunition under circumstances that would violate state or federal law, punishable as a class C felony.

Establishes a separate offense for persons who knowingly provide materially false information to a firearm or ammunition dealer or seller with intent to deceive about the legality of a transfer, punishable as a class F felony.

Defines key terms including "licensed dealer," "private seller," "ammunition," and "materially false information" for purposes of the statute.

Exempts law enforcement officers and their agents acting in lawful performance of duty from the provisions of this section.
